An Analysis of Factors Affecting Community Safety Net Performance : Focusing on Social Capital, Governance, and Information Accessibility

Purpose : This study aims to analyze the effects of social capital, governance, and information accessibility on community safety net performance. Research design, data, methodology : Using 452 valid samples, this study examined the reliability and convergent validity of the measurement instruments and conducted descriptive statistics, correlation analysis, and multiple regression analysis. Frequency of civic participation, social network density, perceived governance transparency, policy trust, and information accessibility were used as explanatory variables, while education level was included as a control variable. Results : The results show that the measurement instruments had acceptable internal consistency and reliability. The major variables were positively correlated with community safety net performance. The multiple regression results indicate that all explanatory variables had significant positive effects on community safety net performance. In particular, perceived governance transparency and frequency of civic participation showed relatively strong effects. Conclusions : The findings suggest that community safety net performance can be enhanced by strengthening civic participation, local networks, transparent governance, policy trust, and information accessibility.
