This paper mainly studies the influence of Ksure’ losses and Korea’s economic recession on the availability of Ksure’s Short-term Export Credit Insurance. To attempt to verify the effects, I establish the Insurance Supply Equation having 3 kinds of explaining variables(the loss ratio, the interaction term of GDP growth rate and export growth rate of Korea, and the variables of the Gravity Model), and adopt Pooled-OLS, Fixed Effects and Random Effects methods. The empirical results show that the loss ratio gives a negative effect to the availabilities of the insurance but the effects are very weak and the interaction term gives a positively strong effect to the availability, also significantly. They mean that Ksure has much different insurance supply policies from those of private export credit insurance companies. While the private companies immediately reduce the insurance supplies when faced the losses and tend to incur the market failure, Ksure absorbs the loss shock of the export market and even expands the supplies during the economic crisis or recession. Ksure has played its essential roles such as gap-filling functions as the official export credit agency of Korea.
