Purpose : The purpose of this paper is to analyze the consolidation and consolidation cases of other SOEs, focusing on the integration and non-integration agenda of the Korea Port Authority, as a basic study of important implications and empirical analysis on the mid- to long-term reform of SOEs. Research design, data, methodology : This study analyzes several cases of consolidation among domestic SOEs, examines the consolidation process, compares the pros and cons, and draws implications that would occur if it was applied to the consolidation of port construction. In terms of efficiency of public institutions and public enterprises, it can be said that integration is mainly achieved from a structural and functional point of view, such as achieving synergy through resolving overlapping functions and similar functions and achieving linkage. Results : The result of this paper is that various causes such as expansion of jurisdiction or environmental change of organizations cause imbalances between organizations and waste national budget. The integration of public institutions and public enterprises plays an important role in solving these problems. If structured or functionally integrated or linked as planned, the integration between organizations could enhance the performance of existing organizations. Conclusions : From this point of view, the discussion of the integration and non-integration of the Port Authority has been a constant agenda. Research is underway to improve the competitiveness of SOEs and what forms are effective in the basic establishment characteristics of SOEs.
