A Study on the Economic Effect of LNG Bunkering and Related Infrastructure : Implication for Ship Finance
본 연구는 산업연관분석을 사용하여 IMO의 선박연료 규제 강화에 대응 수단 중 하나인 LNG 벙커링 및 관련 인프라 부문의 경제적 파급효과를 분석하였다. 이를 위하여 LNG 벙커링 운영 방식 및 LNG 벙커링 공급 체인을 토대로 LNG 벙커링 산업을 재분류하고, 2014년 산업연관 연장표와 2019년 산업연관 연장표를 이용하여 각각의 생산유발계수, 부가가치유발계수, 취업 (고용)유발계수, 영향력계수 및 감응도 계수를 도출하고, 이를 비교하였다. 분석결과 2014년과 2019년 모두 전․후방 연쇄효과가 낮은 것으로 분석되어, LNG 벙커링 및 관련 인프라 부문 최 종수요적 원시산업형으로 분류될 수 있었다. 또한 생산유발, 부가가치유발 및 취업(고용)유발 계수가 전 산업 평균보다 낮은 것으로 나타나 LNG 벙커링 및 관련 인프라 산업의 경제적 파급 효과는 산업 평균보다 낮은 수준이었다. LNG 벙커링 및 관련 인프라 산업의 비교적 낮은 국민 경제적 파급효과에도 불구하고, 강화되고 있는 해양환경규제 대응을 위한 친환경 선박 보급 및 활성화와 치열해지고 있는 항만경쟁력 확보를 위해 LNG 벙커링 인프라 구축이 시급히 요 구된다. 또한 LNG 벙커링 사업주체는 필요한 재원조달을 위해 해양금융의 적극적 활용을 고 려해 볼 필요가 있다.

LNG 벙커링 및 관련 인프라 산업의 경제적 파급효과 - 해양금융에의 시사점 -
Purpose : This paper aims to analyze economic effects of the LNG bunkering and related infra sector in Korea using inter-industry analysis. Research design, data, methodology : Two Input-output tables (2014, 2019) were reclassified, including the LG bunkering and related infra sector. Through these tables, we estimate a variety of coefficients such as production, value added and employment inducing coefficients and analysis the backward and forward linkage effects. Results : It was found that economic effects such as production, value added, employmentinducing, as well as backward and forward linkage effects of the LNG bunkering and related infra industry were lower than those of other industries. Conclusions : Despite the low economic effects of LNG bunkering and related infrastructure, early construction of LNG bunkering infrastructure is very urgent in terms of revitalizing LNG-fueled ships and securing port competitiveness. In addition, it is necessary to actively utilize shipping finance for the LNG bunkering business.
